The Internet has a ‘backbone’ which is a series of high speed and high capacity networks. In order to have the highest internet speed connection, you would have to be directly connected to it.
A direct connection to the backbone of the Internet can only be achieved by ISPs (Internet Service Provider), due to the high price of the connection. ISPs sell you only a bit of that speed.

The fastest internet connection speed is by fiber optical connection (also known as T1 or T3). They are highly expensive!

Your broadband connection speed is influenced by a lot of factors. The speed that your ISP is providing, is the MAXIMUM speed that it can reach. For example, if you connect via modem, using a 56Kbps connection, theoretically you can have 56Kbps at most, but in fact your Internet connection speed is about 2-3 Kbps.
